Nationality and administrative situation of the victims

Trafficking can affect anyone, regardless of their nationality, origin, or legal status. Trafficking does not only affect foreigners. Victims and survivors of trafficking can be:

  • Nationals of the same country where the exploitation occurs
  • People who come from other countries:
    • European Union citizens
    • People from non-EU countries


When trafficking affects people from third countries outside the European Union, they may be in a regular or irregular administrative situation, they may have a residence permit, or they may not. This circumstance does not determine whether or not they are victims of trafficking, but rather the fact that they have been subjected to the actions, means, and purposes that constitute the crime of trafficking.
