A non-disclosure for personal safety reasons (turvakielto in Finnish) means stronger securing of your address data than a non-disclosure of personal data. It is an exceptional measure that restricts the disclosure of your address information from the population information system if the non-disclosure of personal data is not sufficient. While a non-disclosure for personal safety reasons (turvakielto) is in effect, your municipality of residence and address information will not appear in the systems of, for example, hospitals, cities, banks or insurance companies.
The non-disclosure for personal safety reasons only hides your information from the population information system and the Traficom traffic register. This means that you must declare your address information as secret in various registers, for example to your telephone operator and post office. After receiving a non-disclosure for personal safety reasons, you must be careful about reporting your address information.
You can apply for a non-disclosure for personal safety reasons from the Digital and Population Data Services Agency justifying its necessity. A non-disclosure for personal safety reasons is possible if there is a justified and obvious reason to suspect that your or your family's health or safety is threatened, for example, domestic violence or a profession that puts you at risk of physical danger. The threat must be verified when applying with attachments, for example, a criminal report or a court decision.
If you receive a non-disclosure for personal safety reasons, your address and municipality of residence may only be disclosed to an authority that is allowed to process data subject to non-disclosure for personal safety reasons.
A non-disclosure for personal safety reasons is free of charge and it may be valid for five or two years at a time or, for a weighty reason, until further notice.
A restraining order (lähestymiskielto in Finnish) means that in order to protect a person's life, health, freedom or peace, someone else can be prohibited by a court order from contacting them. A restraining order can be requested by anyone who justifiably feels threatened or seriously harassed by another person. A report must be submitted regarding the threat of a crime or other serious harassment, based on which the threat or harassment must be noticeable to an outside person.
